It is understood that from January 1, 2011, Hong Kong and Macao service providers can establish wholly-owned hospitals in Shanghai, Fujian Province, Guangdong Province, Hainan Province, and Chongqing Municipality after being approved by the competent authorities in the Mainland. After the expansion of the geographical coverage of the wholly owned hospitals in Hong Kong and Macao, the management still complied with the previous requirements.

The two departments require that the conditions for the establishment of a wholly-owned hospital in Hong Kong and Macao should be: It must be an independent legal person; meet the basic standards for hospitals above Grade 2; the total investment of tertiary hospitals should not be less than 50 million yuan; and the total investment in the second-level hospitals should not be less than 20 million yuan. According to the requirements of the two departments, the verification period for the “Practice Permit for Medical Institutions” in Hong Kong and Macau's sole proprietorship hospitals is 3 years. In case of disputes over medical disputes, the wholly-owned hospitals shall be dealt with in accordance with relevant laws and regulations in the Mainland. When major disasters, accidents, disease epidemics, or other accidents occur, wholly-owned hospitals and their health technicians shall obey the dispatch of the health administrative department. The price of medical fees in sole proprietorship hospitals and the taxation policy of sole proprietorship hospitals shall be implemented in accordance with relevant regulations in the Mainland.
