With the sale of zero-difference sales of 455 basic medicines in full coverage across grass-roots levels in Fujian, the outpatient visits to grass-roots community health service centers in the province have increased month by month.

Since the end of September last year, all government-run grass-roots medical and health institutions in Fujian province have all implemented zero-salt sales reforms and completed the tasks required by the state in advance. The level of fees per visit for primary medical institutions in the province was RMB 50.34, of which RMB 30.07 was for drugs, which was a decrease of 12.72% year-on-year. The average medical expenses for dischargers was RMB 1,116.27, including RMB 732.89 for drugs, which was a decrease of 3.64%.

The basic medicines of the province's primary medical and health institutions implement “unified procurement, unified distribution, and unified pricing”, all drugs will be canceled, and “zero-difference rate” sales will be implemented, and drug discounts will be banned. The governments at all levels arrange the subsidy funds in full and allocate timely according to the results of performance appraisal to ensure the normal operation of the primary health care institutions.
